1. In my view, you will need to perform good quality OCR on the documents. Good quality OCR requires manual proof reading of every single page. This is important: you can't expect to drop a bunch of paper into a scanner and come back to a commercial quality searchable archive. The cost implications are very significant.
2. In terms of searchability, take Google as your starting point. See if it will suffice, and if it won't, what is missing?
3. Purchasing online is a complex business, most especially considerations of DRM. Do you want DRM?

I'm about to embark on a project. We'll be scanning thousands of documents and converting them to PDFs. We need to categorize the documents so they're easy to search and purchase online. What services/software are available for this?
