Tagging Large Documents

I am seeking a software program to help me in reading large .pdf documents.

In my work it would be very helpful for me to be able to read through a large document and assign one or more categories or tags to each page, then be able to sort this so that I can look at all the pages under any given tag.

So for example I might mark each page as "Client A" or "Client B" or "Client C" as well as "Urgent" or "Long-term" and then be able to sort the pages by any of these tags/categories.

Does such a software application exist?

I don't have an answer, but a suggestion. "Tagging" in PDF is something quite specific, to do with giving a reading order and making sure text extracts right. It's related to, but not the same, as what you want. The closest thing I can think of to what you want would come under the heading "metadata", but I don't know if you can add page-level metadata in this way.

Interesting observation - thanks.  

Indeed, what I am really saying is that I would like a database by which I can do a page-level search of metadata.  Perhaps I need a custom script to accomplish that?
